EU2122 is the only European specification in the global standards pipeline defining what an AI output verification receipt must contain

BARNTRUP, Germany, Aug. 31, 2026 /PRNewswire/ -- VeroNex VERLAG GmbH has submitted the EU2122 content standard for AI output verification receipts as an Internet-Draft to the Internet Engineering Task Force (IETF), the global body responsible for internet standards including TCP/IP, HTTP, and TLS.

The submission, titled 'EU2122 V1.0 Standard: Content Profile for AI Output Verification Receipts,' defines the minimum fields, classification taxonomy, and evidentiary properties required for a verification receipt to constitute legally defensible evidence under the EU AI Act and the Product Liability Directive.

Why This Matters

Five active IETF Internet-Drafts currently define wire formats for AI agent receipts — how receipts are signed, transmitted, and stored. All originate from American institutions. None defines the content layer: what a verification receipt must actually contain to satisfy European regulatory requirements. EU2122 fills that gap. It is the only European content specification in the global pipeline.

What EU2122 Addresses

The specification introduces a standardized content profile for AI output verification receipts. It covers an information bottleneck species taxonomy for classifying AI output failures, a three-tier verification verdict schema, mandatory receipt fields for cryptographic integrity and auditability, and agent chain verification for multi-agent workflows. The complete technical details, including field definitions, classification criteria, and evidentiary properties, are contained in the IETF draft itself.

Regulatory Context

EU AI Act Article 50 transparency obligations have been enforceable since 2 August 2026. The Product Liability Directive brings software and AI systems under strict liability from 9 December 2026. EU2122 receipts are designed to satisfy the record-keeping, deployer obligation, and transparency requirements of both instruments. The specification also maps to the IDW PS 861 audit standard through a gate fingerprint mechanism described in the draft.

Market Context

The AI governance market has seen significant growth and consolidation activity in 2026. Court decisions worldwide addressing AI hallucination in legal proceedings continue to increase. No existing governance platform provides deterministic, receipted verification of AI output content with species classification and a filed specification.
